Bill Cross W3TN has his work cut out for him. He's the guy who writes the FCC rules for Ham Radio, and he gets to pen the Commissions report to Congress on the "Impediments Inquiry" Among other things (See Episode 8 for a discussion of that Congressional Report). Bill details recent and current FCC rules action. Curt Bartholomew N3GQ is with the Public Safety and Homeland Security Bureau of the FCC, and he says that Ham Radio is not ready to fulfill it's EmComm responsibilities.
